Description

In some circumstances the following 2 tests fail:

• ApacheLicenceHeaderTest: if not run from Maven, checkWicketCoreLicenseHeaders() fails on restoring the system property basedir.
• LocalizerTest: test_1851_1 fails if the user locale is Dutch (or a variant thereof).
