Allow VMs that have only a public IP address and no private one

    Description

      Some cloud providers (e.g. cloudsigma-lvs) start VMs with only a public IP and no private network interface. Whirr should be able to handle this scenario in predictable way (e.g. PRIVATE_IP = PUBLIC_IP).
