Description

SA workbench icla form if file name is left blank (file) action does the wrong thing. It should report an error and do nothing.

It moves the subject document from documents/received/xxx.pdf to documents/iclas/xxx.pdf. And it modifies iclas.txt with field 5 left blank. And it never completes. It appears to hang.

If the file name is subsequently filled and (file) is entered again, the erroneous actions are visible.
