Remove test-scope for slf4j deps in dependencyManagement

    Description

      The slf4j dependencies have test as their scope. However, if one of the third party dependencies depends on slf4j, some issues will appear at runtime. Giving a dependency the test-scope implies that it is not available at runtime anymore.
      Wagen-webDAV is one module which is effected by this.
