[VCL-964] Allow default "from" email address to be set if affiliation.helpaddress is NULL

Description

If affiliation.helpaddress is set to NULL in the database, the backend code is hard-coded to use [e-mail] as the from address when sending email messages to users. It would be helpful if a default from address could be set for all affiliations.

The backend code could easily be modified to retrieve affiliation.helpaddress for the Global affiliation if the user's is set to NULL.

We don't have much affiliation configuration management via the website. I suppose control of Global's helpaddress could be added to Site Configuration. Thoughts?
