[VCL-95] Set Subversion properties for files in repository

Description

The Subversion properties are not correct for some files in the repository. Here are some things that I have noticed:
-the executable property is not set on vcld and you have to manually chmod +x the file after checking it out.
-the keywords property is not set, which prevents the $Id: tags in the files from being updated when a commit is made

The eol-style property could also be set on some files. I haven't looked into this very deeply. I'm not sure what the best practice is and will bring it up on the dev list.
