Description

For reservations greater than 24 hrs and not server reservation. There isn't any real need to check if the user is connected. Currently, the inuse process checks the firewall, and checks if the user is connected every 5minutes. For reservations greater then 24hrs, users are less likely to be not connected. Skipping the is connected check will reduce the amount of work a management node does.
