[VCL-569] Incorrect public IP address being used if value in database does not match computer's actual IP address

Description

If a computer's public IP address changes and does not match the value in the database (computer.IPaddress), the incorrect database value is still used in some cases:
-Updating the sublog table in new.pm::reserve. This results in incorrect data being logged.
-Constructing the connection info email.

If DHCP is being used on the management node for public IP addresses, the Datastructure value should be updated whenever it is detected that the database address is not correct.
