[VCL-500] tomaintenance requests may start too early or fail if scheduled in the future

Description

The utils.pm::checktime subroutine has a bug. It returns "start" 25-30 minutes before a tomaintenance request is supposed to start. It should only return "start" after the start time has been reached. This can cause VMs to be deleted from a host while another reservation is active.

Also, if a tomaintenance reservation is scheduled in the future, it will likely fail because the computer is not available due to it being automatically reloaded after the reservation is over.
