[VCL-441] getPossibleRecentFailures in isAvailable can end up removing only available machine

Description

getPossibleRecentFailures was added to keep users from continuously getting a machine that had an undetected failure. Since management node availability has not been determined at the time it is called, it can end up removing the only available machine if there are multiple machines available but all but one of them are under out of date management nodes, and the only one left is removed due to a possible failure.
