for block allocations, setting the managing user group to none means no one can edit it if a normal user created it

    Description

      Before block allocations could be requested (created) by anyone, there was the option to set the managing user group to 'none' such that only the person that created it could edit it. This doesn't make sense to have now since a person that requests it but doesn't have administrative rights over block allocations would not be able to edit it after it is created, resulting in a block allocation that can not be edited by anyone.
