[VCL-338] vmprofiles that are in use can be deleted

Description

vm profiles that are currently being used can be deleted. Adding a foreign key constraint to the database will help prevent this, but the frontend really needs to check for it being in use before allowing it to be deleted. This was reported by LinuxHAList on the vcl-dev list.
