[VCL-110] 2 second deley in vcld may cause problems with imaging

Description

There's a 2 second delay in the main vcld loop. This was added to make sure the last reservation process which was created had time to begin before processing another. The subsequent process checks to make sure a process isn't already running for the same computer. It was added to make sure 2 processes didn't fight for the same computer.

It may cause rare problems when imaging is initiated. The delay really isn't helping anything. It can be removed.
