Description
Currently, when a block allocation time slot is processed, if a user has a reservation for the image from the block allocation that overlaps with the time slot of the block allocation, the computer from the reservation is included as one of the allocated computers. This is to handle users that create future reservations that are during the block allocation time slot before the time slot has been processed. If a user has a (long term) server reservation, it is unlikely that the reservation is related to what will be done with the block allocation. So, a separate computer should be allocated.
