[VCL-1035] selecting Manage Images->Create/Update an Image doesn't work

Description

selecting Manage Images->Create/Update an Image is supposed to redirect users to the Reservations page with the New Reservation dialog displayed and Imaging Reservation selected. It is giving a javascript error after redirecting to the Reservations page. It also gives a php error if tzoffset has not been set yet.
