[UIMA-659] Conform Eclipse update site to Apache Distribution location requirements

Description

Incubator_Policy was updated Oct 27 2007 to say that all distributions must be from www.a.o/dist/incubator/<podlingName> (see http://mail-archives.apache.org/mod_mbox/incubator-general/200710.mbox/[e-mail]%3e

Therefore, the distribution site for the eclipse plugins needs to be from that same point. Following convention (e.g. how geronimo does it), we need to change the update site to www.a.o/dist/incubator/uima/eclipse/updates
