      Migrate UIMA DUCC repo to GitHub

      Looks like there is a repo for uima-ducc on GitHub, but so far probably it is only an SVN mirror (probably no longer updated)

      • Update GitHub repo
      • Set SVN repo to read-only
      • Add Jenkinsfile
      • Update POMs svn -> git
