Migrate UIMA Sandbox repo to GitHub

There is a repo for uima-sandbox on GitHub, but so far it is only an SVN mirror (probably no longer updated).

• Update GitHub repo
• Set SVN repo to read-only
• Add Jenkinsfile
• Update POMs svn -> git
