Description

switch the poms to git from svn.  Following https://maven.apache.org/scm/git.html, and the recommendation to not use http (but always use https), the new urls:

scm:git:https://github.com/apache/uima-uimacpp

No username or authentication is included; we presume these are inserted by the maven release plugin for each user.
