[UIMA-5996] UIMA-DUCC: Pullservice not calling END on WIs being processed while in quiesce

Description

When a pullservice is in quiesce mode it should wait for WIs being process to finish and than stop. It looks like this is not working right. Items being processed while the pullservice is handling quiesce are not being acknowledged as done so JD times out these WIs.
