[UIMA-5186] DUCC Web Server (WS) should support other than jobs page as the default home

Description

Presently, when visiting the WS with no specific page indicated in the URL the user is directed to the defacto home page which is the jobs page.

Suggested improvement:

Allow the site to configure a welcome page in site.ducc.properties:

1. Optionally configure the Web Server welcome page, default is index.html (which forwards to jobs.html)
   ducc.ws.welcome.page = index.html

To utilize, the site might, say, specify:

ducc.ws.welcome.page = system.daemons.html

The welcome page is fixed for the lifetime of the WS process.
