[UIMA-4387] DUCC Agent over limit swap detection is wrong

Description

When a node is low on swap space an agent will try to evict a process that is the fattest. Currently, it looks at processes that are over their allotted swap space and kill one that is the biggest in terms of resident memory.
Change the rule and evict a process which is over its swap limit and also the largest user of swap.
