[UIMA-4353] DUCC Orchestrator (OR) should disregard inventory for Stopped processes

Description

If Agent reports faulty information after a process has stopped, this could cause Orchestrator to record such, resulting in the Web Server displaying such. One possibility is that at Stopped process may continue to seem to accumulate Runtime on the Processes tab of the Job Details page.
