Description

JD maintains 3 files relative to work items: zip, active, and completed. only zip exists for a Job that completes normally. active comprises work items in progress, and completed comprises work items that have been processed. once Job completes, these latter two are replaced by the zip file.

during processing, it may be the case that there are no active work items but the job is not yet completed. in this case there may not be an active file, and WS is presently not expecting.

fix is to teach WS that not having an active work items file is perfectly OK.
