[UIMA-4284] DUCC Web Server (WS) displays 2 entries on the Machines page for the same machine?

Description

Both have identical names, but one is "defined" with a blank IP address.

The WS should list both machines if the name for each is the same but the IP is different, unless the IP is blank - as is the case for a defined but not yet reporting machine.
