Description

The agent currently tests for existence of cgroups folder on startup. If the folder doesnt exist, the agent just logs that fact and continues with cgroups disabled. This does not seem like a sufficient test. An older version of cgroups may be installed and the folder may exist but cgcreate can fail.
When checking for cgroups, call cgcreate to test if cgroups actually function correctly on a node. If this fail, the agent will continue on with cgroups disabled.
