Description
If some work (job, service, etc) has a service dependency, and that service is registered, SM should never return Service Unavailable. This will either allow the work to continue if the service is in fact available, or WaitingForServices if the service is registered but not currently functional (e..g. disabled).
Previous behaviour is to return Service Unavailable if the service is not started and cannot be started by reference.
