    Description

      We need the ability to dynanically change nodepool definitions without restarting RM (or DUCC). Currently we can dynamically add and subtract hosts without restarting but on add, if the host is not defined to a nodepool at the time of last start, it goes into the "global" pool, which is often wrong.

      Tasks:

      • API/CLI to add / delete / rearrange a host in RM's current memory nodepool structures
      • sanity-checking and hot-repair so hot RM restart works correctly if nodepools are statically changed, RM is restarted, and the new configuration conflicts with the older one
      • API/CLI to insure the nodepool files are kept consistent with the memory updates.
