The display for Service page column State will be one of the following, accordingly:

1. <state>
2. <state> with hover = statistics
3. <state>+Alert with hover = all that apply of

{ <statistics> , <error> , "PingerInactive" , "HealthPoor" }

where <state> =

{ Starting, Initializing, Waiting, Available, Stopping, Stopped, Error }

;

and <statistics> = value of SM meta "service-statistics"
and <error> = value of SM meta "submit-error"

"+Alert" will be added whenever:

1. SM meta "submit-error" is non-empty
2. SM meta "ping-active" is false
3. SM meta "ping-active" is true and service_healthy is false
