Description

Change agent code to support 0 as a value for skip.rate defined in ducc.properties. This is used when determining if node inventory should be published. Current code does not allow 0, meaning that the publish will skip at least once if skip.rate=1. The agent should support immediate publish with no skip if skip=0.
