Description

The RELEASE_NOTES.html contains broken links to the html versions of docbooks. The links typically say:
.../html/references/index.html when they need to say:
.../html/references/references.html

The non HTML versions of the RELEASE_NOTES also are missing part of the ref. They say things like
(docs/html/references) which should be:
(docs/html/references/references.html or docs/html/references/references.pdf).
