Description

There's a project, uimaj-internal-tools, that is physically located within the uimaj directory, but is not part of the release.

This project has 1 very old tool that created an approximation of the current Jira-changes-report; it is not used anymore.

It should not be part of the "source" release set of files, so delete it.
