    Description

This seems wrong, but it apparently has been this way for a while. Wasn't the intention to replace this with /tmp on Linux, and leave it alone on Windows?
By changing it to the non-absolute "temp" this leads to files being created relative to the directory where the user runs. (Our example CAS Consumers' default output directory is set to C:/Temp in their descriptors.)

However maybe this is related to UIMA-300, in that writing named files to the /tmp directory on Linux doesn't work well with multiple users, since they cannot overwrite each others' files?

What's the right behavior here? Maybe the output of the CAS Consumers should be relative to the working dir, but then probably not under a directory named "temp".
