[UIMA-203] maven build for eclipse plugins is inconsistent - the runtime plugin may be missing the .jar packaging

Description

The mvn install build process for the eclipse plugins builds .zip files and .jar files for all plugins except the uimaj-ep-runtime, where it only builds the .zip. I'm not sure why both .zip and .jar files are being built. The new Eclipse packaging practice is to build just .jar files, I think. In any case, this should be consistent.
