[UIMA-195] Logging test fails when logger properties file and log file are specified for unit tests

Description

Not sure this is a bug, but it would be nice if it could be fixed. I'm trying to run our test cases with logging to a file instead of a console, so I don't get deluged with logging info. When I specify, for example, -Djava.util.logging.config.file=../uimaj-distr/src/main/properties/Logger.properties -Djava.util.logging.config.file=uima.log, JSR47Logger_implTest.testIsLoggable() fails with a NullPointerException.
