Description

First of all, it should be "Apache UIMA 2.1". And right now it has a combination of things that changed from 1.x to 2.0 and things that changed from IBM UIMA 2.0 to Apache UIMA 2.1, which need to be more clearly separated. Finally, we need to make sure that it's up to date with all the changes we've actually made.
