Description

change POM to POM style (from Jar style) - previous problem seems to have gone away which required Jar style. This way, no extraneous "jar" file is generated.

update dependency sets with useProjectArtifact = false to avoid 18 warning messages.

factor out version/scope from dependency sets

use current level of JavaDoc generation tool (works much faster, is preset to Java 5 in parent poms, etc.)

use current level of assembly plugin 2.2-beta-4, up from 2.2-beta-2

drop bz2 formats
