Description

change build scripts for doing the eclipse update site:

• to reflect they are now run after the release vote, not as part of maven
• to build from particular releases in the local maven repo
• to not unpack the jars when installing (per normal Eclipse conventions)
• move the build scripts for this to the eclipse update site project
• make the site.xml correct for the 2.2.2 base release without the uima-as plugins (not released yet)
