Description

In some cases (I believe when the schema has no internal type references) the tns: short name is not generated by out WSDL gen code. The code to make the generated WSDL WS-I compliant (TUSCANY-3283) relies on this so I'm going to add a little bit of code to add the namespace short name if it doesn't already exist.
