[TUSCANY-3382] 1.x seems to have a dependency on a SNAPSHOT release of Lucene somewhere?

Description

Note searched for this yet but looking at a distro build I did of 1.x notices that the lucene-* jars had date and time extensions and looked suspiciously like snapshots. Not absolutely sure what's going on so Am creating this to remind me to investigate
