Description

POL_3020 and POL-TA-30026, to which it refers, seem incorrect.

[POL30025] If only one qualifier for an intent is given it MUST be used as the
default qualifier for the intent.

The compliance statement seems to only suggest that the single qualifier should be assumed to be the default qualifier. The test assertion asserts that it mush be explicitly specified as the default qualifier.
