Description

Both policy-security and policy-security-ws module promotes the same definition provider using

META-INF/services/org.apache.tuscany.sca.provider.SCADefinitionsProvider file with the content

1. Implementation class for SCA Definitions Providers
   org.apache.tuscany.sca.policy.security.SecurityPolicyDefinitionsProvider

Not sure if this is done intentionally, need to make sure that we do not have duplicates here.
