Description

I'd like to make the default settings a bit more conservative, to avoid caching (and serving) content that the origin didn't intend to be cacheable. Note that this is not really an ATS problem, our defaults are 2616 compliant, it's just that not all servers out there are configured properly, and can let ATS cache (and serve) content they really didn't intend to be cached (yet they somehow fail to send appropriate Cache-Control: headers).
