Add metrics related to parents.

1. Total retries for parents
proxy.process.http.total_parent_retries
2. Number of times switched to a new parent
proxy.process.http.total_parent_switches
3. Number of times ran out of tries
proxy.process.http.total_parent_retries_exhausted
4. Number of times parents are marked down
proxy.process.http.total_parent_marked_down_count
