Description

I'm getting the following on current master (docs.trafficserver):

Sep 10 19:29:37 qa1 traffic_cop[5217]: (cli test) could not communicate with mgmt cli
Sep 10 19:29:37 qa1 traffic_cop[5217]: could not contact manager, assuming server is down
