Description

ATS doesn't honor "strict round robin" for KA connections-- it first re-uses available connections then creates new connections following the origin selection algo (rr, etc.). This effectively makes it "least connections" which is almost the opposite of what was configured.

We should make ATS honor the selection we've configured it to use-- and then it can KA with that real selection.
