proxy.process.net.connections_currently_open does not match OS in terms of number of open connections

    Description

      Testing master (proto 6.2) in production. ATS eventually gets to throttled mode and stays there.

      The value of proxy.process.net.connections_currently_open is much greater than the established value shown is "ss -s" (180K vs 40K).
