Description

traffic_ctl has a way to restart, but does not have a way to just shutdown. It would be nice to have something like traffic_ctl server shutdown --drain to gracefully get to a state where you can:

• upgrade ATS versions
• do operating system maintenance
• do hardware maintenance.
