hosting.config vs volume.config

    Description

      it appears to me that hosting.config and volume.config have a very similar purpose / use-case. perhaps it would be good to merge those two.

      n.b.: i'm not up-to-date on the plans re lua-config, but even then we'll need to consider how to present.
