[TS-2326] Should proxy.config.cluster.ethernet_interface be LOCAL?

Description

In the default config, we have

CONFIG proxy.config.cluster.ethernet_interface STRING lo

But why isn't this LOCAL? It seems a bit draconian to require the interface to be the same on all cluster members ?
